March 30-31, 2010. The Republic of Chuvashiya. The seminar “Work with people from places of detention without violations of human rights” is being held in the penal colony for women in Tsivilsk.
The event was organized by Regional public organization “Human being and Law» within the framework of the project “Protection of rights of detainees is a catalyst for security in society”.
Two-day seminars on a similar program have been held in seven penal colonies in the Republic of Chuvashiya. Human rights activists are planning to hold seminars in other four colonies in the nearest future.
The training team “Human being and Law” speaks about such questions as the inadmissibility of abuse, the need to respect human rights and ways of resolving conflict situations. Participants will learn about the obligations assumed by the Russian Federation, the European Prison Rules, discuss the topic of reform in the system of Federal Service of Penal Executions.
While staff members and invited psychologist are holding a seminar for the staff of the colony, a lawyer of RPO “Human being and Law” is rendering legal assistance to the convicted women. Previous visits by human rights defenders to the colonies of Chuvashiya showed that convicts are in need of professional legal assistance.
A large number of inhabitants of the Republic of Mari El are convicted in penal colonies of Chuvashiya, so the project is directed at two neighboring Republics: Mari El and Chuvashiya. As a part of previously implemented initiatives, RPO “Human being and Law” managed to establish collaboration with Federal Service of Penal Executions of Chuvashiya and to join the Public Council. All this allows carrying out activities aimed at improving the situation, concerning observation of human rights in places of detention on the territory of the Republic of Chuvashiya.
