The international project “Police Stations Visitors’ Week” by Altus, an independent association of NGOs, has practically come to an end in the republic of Mari El. The project was approved by the Public Chamber of the Russian Federation and has been taking place successfully over the last two years in the Republic of Mari El, along with tens of countries and hundreds of towns across Russia. This year, unfortunately, the human rights organization “Human being and Law”, which acts as the project coordinator in the Republic of Mari El, received an official refusal from the leadership of the Mari El Ministry of Internal Affairs.
Mr. Rzhavin applied to Regional public organization “Human being and Law” (Mari El) and later – to the Mari El representation of the Interregional Committee Against Torture asking for help. Besides, he filed an application to the Prosecutor’s Office. However the Yoshkar-Ola Prosecutor’s Office appeared incapable of protecting the pensioner’s rights. The investigation authorities issued several unlawful refusals to initiate a criminal case that were cancelled by Mari El courts. But that did not help. The prosecutorial checks lasted for 6 years and finally the investigation came to a dead-end.

April 22, 2011. Interregional conference “Collaboration of the public and police in the period of police reforming” took place in Syktyvkar city of Komi Republic.
April 12-13, 2011. Interregional two-day seminar “Police philosophy. Teaching the subject of police role in the state and society in training centers of the Interior Ministry” took place in Nizhniy Novgorod. The seminar was organized by Regional public organization “Human being and Law” Mari El Republic, “Committee against Torture” of Nizhniy Novgorod and “Public Verdict Foundation” of Moscow.

A working meeting of partner organizations was held to discuss results of the interregional project “Militia of Russia – from force to service”, supported by the European Commission.
This project has been implemented on the territory of Mari El Republic, Komi Republic and Perm region since January 1, 2010. Three main initiators and participants of the project are the following human rights organizations: Regional public organization “Human being and Law”, “Centre for civic education and human rights (Perm) and Komi human rights commission “Memorial”.

The most important part of the meeting is experience exchange as each region has its own level of collaboration with the Interior Ministry. It is very useful to analyze and compare results in regions-participants of the project. By the way, it was decided to continue the project activity till the end of April, 2011.
Within the framework of the meeting participants started a new joint project “Assistance to police reorientation from force to the service structure through campaigns and education”. It is a logical continuation of the project “Militia of Russia – from force to service”. Partner of RPO “Human being and Law” in this project is again Komi human rights commission “Memorial”.
Press-secretary of the world-wide organization “Amnesty International” Natalia Sergeeva was a trainer at this meeting. She has a great experience in conducting different campaigns.
In the near future human rights activists are going to hold public campaigns, directed at improvement of the work of the Interior Ministry departments. One of the instruments of this work will be a modern method, which is called “cop watch”.
February 4, 2011. Mari El Republic. The European Court of Human Rights has registered an application “Shulgin against Russia” about violent tortures in Krasnogorskiy police department of the Interior Ministry in Mari El Republic.
