7 October, 2010. The Republic of Mari El, Yoshkar-Ola. In May 2010 there was an exceptional check for compliance with fire safety requirements in the secondary school №20 of Yoshkar-Ola. As a result, a number of violations were identified. Some of them were immediately eliminated: the walls were painted with fireproof paint, and a new fireproof door was installed in the switchboard.
Nevertheless, on June 8, 2010 the EMERCOM of Russia in the Mari El Republic issued a decree on violations of fire safety with the amount of a fine of 10,000 rubles.
The administration of this educational institution and RPO «Human being and Law» had to apply to the court.
During the trial it became clear that the implementation of fire safety requirements as increasing the width of the staircase, the height of emergency exits and aisles, installing windows in the basement is only possible during the overhaul of the school building. At the same time, there were no budgetary funds for these purposes in 2010 year. That is why the Arbitration Court overturned the decree of EMERCOM of Russia in the Republic of Mari El, and made less severe administrative punishment as a warning.
