In Yoshkar-Ola human rights defenders discussed their concept on reforming the Ministry of Internal Affairs

On 28 April, 2010 a round table on the concept of reforming the Ministry of Internal Affairs was held in the Republic of Mari El. The concept was prepared by the working group of human rights NGOs on the strategy of collaboration with bodies of internal affairs and promotion of reforming the Ministry of Internal Affairs.

Members of the Public council under the Ministry of Internal Affairs of Mari El, representatives of prosecutor’s office of Mari El, experts from Moscow (“Public Verdict” Foundation), Tatarstan Republic (Association “AGORA” – the head is Pavel Chikov), Nizhniy Novgorod region (NRPO “Committee against Torture”) will take part in the discussion of the concept.

The Concept was developed in March of 2010 year. The document of the working group was represented in Moscow at the meeting of the Commission of the Public chamber on public control for the activity of law-enforcement bodies and reforming the judicial-legal system and the Council under the President RF on promotion of the development of institutions of civil society and human rights. At the current moment the concept is discussed in regions of Russia. Representatives of NGOs, the Ministry of Internal Affairs, and Investigation Committee take part in this process. Mari El Republic is the eighth region of Russia, where such a discussion has been held.

The concept is a result of the work of 13 Russian NGOs, working with law-enforcement bodies.  At the round table the most important question was a police division into two parts: municipal militia and federal police. Such a division means a development of mechanisms of collaboration between two potential services. Questions, concerning the process of evaluation of police work were also included into the work of the round table. It is necessary to involve population into the process of evaluation of police work, but it is not absolutely clear how to do it right now.

Results of the discussion of the police reform will be represented to the President of the Russian Federation at the meeting of the Council under the President RF on promotion of the development of institutions of civil society and human rights.
